Abstract:
The quality of health care delivery is one of the pillars of the Health Sector
Transformation Plan for Ethiopia, which aspires to build a high performing
health system. Primary health care (PHC) is central to delivering on the promise
of high-quality universal health coverage. With universal health coverage, any
person in the community should be able to access essential health care that is of
good quality and which leads to improvement in their health, while also being
affordable. But to be able to deliver on this promise, we need to embed a culture
of improving the quality of care to the best extent possible. At the heart of quality
improvement will be health workers based in primary health care.
