Abstract:
Health systems around the world are being overwhelmed by increasing demand for care of peo-
ple with public health emergencies such as COVID-19 that affected access for essential health
services. Evidence shows that when health systems are overburdened and people fail to access
needed care, both direct mortality from an outbreak and indirect mortality from preventable and
treatable conditions increase significantly .
