Back ground: To access quality care and overcome catastrophic out pocket expense and also to strength health care finance, nations has been working on community based health insurance system. Although Ethiopia has done many activities to expand the program since 2011 members enrolled according to 2015 report was limited to 48% of the eligible. In south Achefer woreda enrollment was 30%.
Objective: To identify factors which affect the enrollment of households in community based health insurance program.
Method: The study was case control study and has 296 respondents, 148 cases and 148 controls. Cases were households that are member of community based health insurance program, and controls were households not yet joined the program. Data were collected using a uniform questionnaire developed for the purpose. A multivariable logistic regression analysis was done to identify factors associated with enrolment in community based health insurance program.
Result-.The multivariable analysis result of the study showed female headed families (AOR = 0.37 : CI (0.14, 0.98) ), Families have greater than 6 family members (AOR= 3: CI (1.08, 8.64) ), Families had morbidity experience (AOR=3.1 : CI(1.55, 6.12) ), households trusted on CBHI program (AOR=4.7: CI(2.27, 9.84) ) and Families perceived contribution rate were faire (AOR=2.8: CI(1.48, 5.35)) with 95% CI respectively were significantly associated with enrollment.
Conclusion and recommendation- This study revealed important factors which related to enrolment. So CBHI schemes should work on trust development, contribution affordability and awareness creation to attract more members.
